Salary - National (Edinburgh and Leeds) ranging from £59,100 to £87,000 and London £64,900 to £94,000 per annum (salary offered will be based on skills and experience)

At a time of rapid technology change, increasing cyber threats and new regulations to improve operational resilience, you will have the unique opportunity to influence the FCA’s and industry's agenda. You will work in the public interest, focused on increasing the sector's operational resilience.

You will be working in the Strategic Projects team in Technology, Resilience and Cyber department (TRC). This is a dynamic team where the focus has been on developing and implementing the new Critical Third Parties (CTPs) regime. As the team also supports the wider department’s policy development you will be working on a range of different topic areas – e.g. developing final policy for incident management and third-party reporting, analysing and assessing emerging technological developments (e.g. AI and quantum) and shaping thinking around firms’ third-party arrangements to take account of these emerging technologies.

What will you be doing?

  • Leading the coordination and development and implementation of TRC’s policy work, with a focus on developing the Incident Management and Third-Party Reporting policy
  • Building strong working relationships with the PRA and Bank of England – as these policies will be developed jointly
  • Coordinating with internal and external FCA stakeholders on policy development and preparing related papers where knowledge of operational resilience is required
  • Keeping abreast of domestic and international policy developments
  • Drafting and inputting into internal and external deliverables, including consultation papers, policy statements, briefing notes, presentations, committee papers and communications
  • Providing upward reporting and updates on policy matters relevant to operational resilience to TRC leadership and the Specialist Directorate’s Director’s office
  • Horizon scanning for emerging developments impacting firms’ and their resilience and proactively identify opportunities to drive forward the policy landscape on operational resilience issues
  • Providing subject matter expertise and acting as a point of reference for colleagues inside and outside the team on policy matters

Minimum

  • Prior experience developing policy with excellent drafting skills 
  • Prior experience working in a regulated field or within government

Essential

  • Excellent stakeholder management skills, as you will be working closely with a variety of internal and external stakeholders.
  • Excellent problem-solving capabilities with appropriate application of judgement and diligence
  • Strong verbal communication and influencing skills with the ability to present complex/technical detail into clear and simple concepts for both internal and external audiences
  • Experience influencing senior stakeholders
  • A track record of delivering policy through to publication and implementation
  • Understanding of FCA’s approach and international policy developments in one or more of the following areas: operational resilience, third party risk management including critical third-parties, cyber resilience, emerging technologies
  • Experience of coaching and mentoring
