Background

The Scottish Government’s commitment to international peacebuilding and feminist foreign policy includes the government supporting the establishment of a Peace Platform—a dynamic, inclusive, and collaborative initiative to coordinate and amplify the work of peacebuilding organisations in Scotland and their contributions globally.

Building on research and Scotland’s delivery of the Women in Conflict 1325 Fellowship Programme, the Peace Platform will foster cross-sector connections, promote feminist approaches to peace, and strengthen Scotland’s leadership in global peace efforts.

Role Overview

We are seeking a dynamic, strategic, and highly collaborative Peace Programme Manager who will lead both the development and operational delivery of the Peace Platform, guiding it from its inception phase into a fully functioning, inclusive, collaboration-oriented sustainable network.

This post requires a balance of programme management, stakeholder engagement, digital coordination, and peacebuilding sector expertise, ideally with experience in feminist peace and security approaches and an established network in the Scottish peacebuilding sector. This role may also include some work on other Beyond Borders Scotland projects, including the WiC 1325 Fellowship Programme.

Key Responsibilities

Project Development and Strategy

  • Lead the remainder of the inception phase (due to end by the beginning of September) by building on existing research and engaging key peacebuilding stakeholders across Scotland and internationally.
  • Work with project partners to build a scalable strategy and implementation plan for the platform’s long-term structure, activities, and growth.
  • Establish collaborative governance and decision-making models, ensuring platform members shape and own its direction.
  • Maintain close, transparent communication with the Scottish Government, providing regular updates, reports, and strategic input on the platform’s evolution.
  • Work on any other relevant peacebuilding projects that are run by Beyond Borders Scotland.

Stakeholder Engagement

  • Cultivate and manage relationships with peacebuilding actors in Scotland, including NGOs, academics, practitioners, and community organisations.
  • Coordinate and oversee core platform operations, ensuring consistent delivery of high-quality activities and services for members.
  • Facilitate and support collaborative projects among members, identifying funding opportunities, joint initiatives, and areas of shared interest.
  • Act as the primary point of contact for Peace Platform members, providing guidance, coordination, and facilitation of ongoing engagement.
  • Coordinate and deliver a calendar of training workshops, webinars, and networking events on topics such as feminist peacebuilding, conflict resolution, mediation, digital tools, and international policy.
  • Maintain a living network by building relationships with new partners and stakeholders both in Scotland and internationally.
  • Promote the integration and visibility of the WiC 1325 Fellowship Alumnae Network into the Peace Platform's workstreams and dialogue.
  • Promote intersectional and feminist approaches to peacebuilding through platform activities and content.

Digital & Communications Oversight

  • Develop the Platform’s communications strategy and oversee its implementation, including by developing and managing the Peace Platform’s online presence, including its website and digital tools, ensuring accessibility, usability, security, and relevance.
  • Manage web content and liaise with developers or technical consultants as needed. Input and maintain website content.
  • Coordinate the production of newsletters, updates, blogs, or multimedia content to showcase learning and impact.
  • Manage online spaces for members to connect, share, and collaborate.

Strategic Linkages

  • Connect the Peace Platform with other relevant Scottish initiatives and international networks.
  • Support coherence between the Peace Platform and the Women in Conflict 1325 Fellowship Programme, helping build pathways for alumnae engagement and collaboration.

Team Management

  • Responsibility for running a small team of project officers, and liaising with project partners across multiple organisations.
  • Responsibility for the welfare and development of the project team, including leading and mentoring supervisees, and providing regular feedback on their work.

Monitoring, Learning, and Reporting

  • Develop and implement systems for monitoring impact and outcomes, in alignment with funder expectations and peacebuilding best practice.
  • Facilitate regular reflection and learning exercises with members to adapt and improve platform operations.
  • Prepare board/steering group/senior management meetings and higher-level decision-making, including by preparing background notes and by capturing meeting minutes and overseeing the implementation of action points.

Person Specification

Essential

  • Minimum 6 years demonstrated experience in project or network management, ideally in peacebuilding, international development, or human rights contexts.
  • Demonstrated ability to lead complex stakeholder engagement processes and coordinate collaborative initiatives.
  • Strong understanding of feminist approaches to peace and security, and commitment to inclusive, equitable practice.
  • Experience managing or designing capacity-building initiatives, workshops, or peer learning activities.
  • Strong digital skills and/or experience overseeing digital platforms, web content, or online community tools.
  • Excellent project planning, reporting, and problem-solving abilities.
  • Experience managing a team, including standard HR policies and review processes.
  • Strong communication skills (written and verbal).
  • A collaborative, inclusive working style with strong interpersonal and facilitation skills.

Desirable

  • Experience working with or within government, policy, or multilateral systems.
  • Understanding of Scotland’s civic landscape, global engagement strategy, and commitment to social justice.
  • A prior knowledge and connection into the network of Scotland’s peacebuilding sector.
  • Knowledge of UN Security Council Resolution 1325 and Women, Peace, and Security frameworks.
  • Experience working with or supporting alumnae networks or communities of practice.
