Job Opportunity: Product Owner – Public Sector Digital Services
Location: Hybrid – Offices in Glasgow or Edinburgh with occasional travel
Contract Duration: 12 months
Rate: £580/day Inside IR35
Clearance: BPSS active or willing to undergo clearance
Start Date: ASAP
About the Role
We are looking for an experienced Product Owner to lead the design, development, and delivery of a critical public-facing product as part of a wider digital transformation initiative within a major public sector programme.
As a Product Owner, you will work closely with a Service Manager and be responsible for managing a multi-disciplinary team, including policy, user research, design, analytics, and technical specialists. You’ll play a pivotal role in ensuring that product development is grounded in user needs and aligned with strategic objectives.
Key Responsibilities
Lead an agile, multi-disciplinary team to design and deliver a specific product/service function that supports applicants, operational users, and partner organisations.
Translate user research into actionable product decisions that address real user needs.
Develop business cases and contribute to procurement/delivery planning.
Own the product roadmap and manage product lifecycle stages from concept to delivery.
Align product development with wider operational and strategic goals of the programme.
Communicate effectively with internal stakeholders, external partners, and delivery teams to ensure buy-in and alignment.
Produce prioritised product descriptions and plans that meet user needs cost-effectively.
Essential Skills & Experience
Proven experience leading agile multi-disciplinary teams to deliver digital services
Strong stakeholder engagement skills, including collaboration across policy, commercial, and delivery teams
Ability to manage end-to-end product development lifecycle within a public sector or large programme environment
Experience using agile methodologies and recognised project delivery frameworks
Comfortable facilitating evidence-based decision-making and removing delivery blockers
Candidates must have active BPSS or be willing to undergo clearance prior to onboarding.
