Overview
An exciting opportunity has arisen for a Regulatory Finance / Regulatory Reporting Consultant to join a specialist consultancy working with clients across the regulated utilities sector, primarily within water and energy. The role will focus on helping regulated businesses ensure their regulated and non-regulated activities are properly separated, both financially and operationally, while meeting regulatory requirements and licence conditions. You’ll work closely with the CFO and senior stakeholders, helping to review existing processes, design improvements and put the appropriate systems, controls and reporting in place. The role would suit someone from either a consulting or industry background with experience in regulatory finance, regulatory accounting, financial separation or a similar regulated environment.

Key Responsibilities:
Financial Separation & Regulatory Finance
- Advise clients on the financial and operational separation of regulated and non-regulated activities
- Review existing finance structures, processes and controls and identify areas for improvement
- Develop and implement cost allocation methodologies for shared costs, overheads, services and capital
- Support financial ring-fencing and ensure compliance with relevant licence conditions
- Develop and review transfer pricing and related-party transaction frameworks
- Support the preparation of regulatory accounts, reconciliations and financial submissions
- Assist with Annual Performance Reports and other regulatory reporting requirements
- Review finance systems, chart of accounts and reporting structures to support effective financial separation
- Develop policies, procedures and controls to ensure separation requirements are maintained
- Work with external auditors and regulators on regulatory and financial separation matters
- Prepare clear reports and presentations for senior management, Boards and Audit & Risk Committees
- Keep clients up to date with regulatory changes and advise on the impact on finance processes and controls
Person Specification
- ICAS, ACCA, CIMA or equivalent professional qualification
- Strong financial accounting, regulatory finance or related background
- Experience in regulatory finance, regulatory accounting, financial separation or a similar area
- Experience working within a regulated industry or consulting/advisory environment
- Strong understanding of financial reporting, controls and accounting processes
- Experience with cost allocation, regulatory reporting, financial controls or related-party transactions
- Experience working with senior finance stakeholders, auditors or regulators
- Experience within a regulated sector
- Experience with financial ring-fencing or accounting separation
- Experience supporting regulatory submissions or licence compliance
- Previous consulting or professional services experience
Knowledge & Skills
- Strong understanding of regulatory and financial accounting
- Knowledge of cost allocation and activity-based costing
- Understanding of financial separation and ring-fencing
- Knowledge of transfer pricing and related-party transactions
- Understanding of statutory versus regulatory reporting
- Strong analytical and problem-solving skills
- Excellent stakeholder management and communication skills
- Ability to translate complex regulatory requirements into practical finance processes
- Good understanding of finance systems and reporting structures
- Analytical and detail-focused with a strong understanding of financial controls
- Confident communicator who can work with both finance and non-finance stakeholders
- Comfortable managing multiple client projects and working to deadlines
- Pragmatic approach to problem solving and process improvement
- Strong relationship-building and stakeholder management skills
- Able to work independently while contributing effectively to a wider consulting team
