About the role
We are seeking an experienced Pre-Construction Manager, based in our Edinburgh office, to join the Project Management Office team within Believ. This role is crucial in ensuring projects are fully scoped, risk-assessed, and costed before handover to the Build Team. You will take ownership of projects from the Commercial team's handover, ensuring all pre-construction elements - design, approvals, procurement, and planning - are aligned for seamless delivery. Reporting to the Head of PMO, you will work closely with our in-house team of electrical engineers, planners, designers, quantity surveyors, and construction managers to de-risk and prepare sites for construction.
Roles and responsibilities:
- Project Planning & Feasibility Coordination: Coordinate project viability, ensuring all technical, financial, and regulatory requirements are met.
- Design Coordination: Work with internal and external designers to ensure project designs meet operational and budgetary requirements.
- Stakeholder Engagement: Liaise with clients, contractors, and other stakeholders to secure necessary approvals and permits.
- Risk & Cost Management: Identify pre-construction risks, track budgets, and provide cost assurance before project handover.
- Programme Management: Develop and maintain pre-construction timelines, ensuring critical milestones (surveys, design, approvals, legal approvals planning approvals, procurement) are achieved.
- Procurement & Contracts: Assist in defining scopes of work, supporting procurement strategies, and managing early contractor engagement where required.
- Regulatory Compliance: Ensure all projects comply with planning, environmental, and health & safety regulations before construction begins.
- Handover to Construction: Provide a fully documented and risk-mitigated project package to the Build Team for execution.
- Some travel will be required with occasional site visits around Scotland and northern England
About you

The successful candidate will have the following attributes and skills:
- A self-starting, highly driven project manager with proven experience in delivering multiple projects concurrently, ideally in the Pre-Construction phase
- Possessing a keen eye for detail, being highly organised and having excellent communication skills are essential attributes
- Excellent planning and programme management skills
- Proficient and effective risk management skills to ensure proactive action is taken to keep the Pre-Construction phase of projects on track
- Experience of working within Electric Vehicle Charging Infrastructure is highly desirable
- A construction management or engineering / technical background would be beneficial
- A formal Project Management qualification is desirable but not essential

Location
The business is currently based out of our office in Southwark but this position is based from our Scotland based office in Edinburgh. The position is full time, hybrid with 3 days (Tuesday, Wednesday & Thursday) based in the office. Believ is an equal opportunity employer.
